Delhi Chief Minister Rekha Gupta inaugurated key digital initiatives at the Delhi Secretariat on Saturday, including the CM Jan Sunwai Portal and mobile app, e-District services via the CSC Digital Seva Portal, and an online platform for EWS/DG/CWSN school admissions.
These platforms aim to simplify access to government services, drawing from the Digital India vision to promote transparency, accessibility, and corruption-free governance. Chief Minister Gupta emphasized that technology bridges the gap between citizens and administration, embodying commitments to good governance and inclusive development.
CM Jan Sunwai Portal and Mobile App
The CM Jan Sunwai Portal serves as a unified platform for registering complaints against the Municipal Corporation of Delhi (MCD), Delhi Development Authority (DDA), Delhi Police, and all government departments. Designed for ease of use, it maps complaints, jurisdictions, and officers automatically.
Chief Minister Gupta noted that previous systems lacked effective monitoring, leading to delays and inter-departmental transfers. The new portal introduces a three-tier redressal system: Grievance Redressal Officer (GRO), Appellate Authority (AA), and Final Appellate Authority (FAA). Users receive unique reference IDs and SMS updates at each stage, with options for reminders, linking prior complaints, and feedback-driven escalation for unresolved issues.
Complaints can be filed online, via app, call center (1902), or offline at the Chief Minister’s Office. Physical public hearings continue alongside this digital solution, allowing grievances from anywhere.
Online Platform for EWS/DG/CWSN Admissions
A secure, cloud-based system now handles admissions for Economically Weaker Section (EWS), Disadvantaged Group (DG), and Children With Special Needs (CWSN) categories. It replaces outdated software after a full security audit.
Mandatory Aadhaar verification, digital birth certificate checks, and integrated income certificate validation prevent fraud and duplicates. Chief Minister Gupta highlighted how this eliminates middlemen, ensures fair seat allocation via automation, and provides real-time status updates to parents, reducing delays and corruption.
e-District Services at CSC Centers
Integration with over 7,000 Common Service Centres (CSCs) brings 75 e-District services—like income, caste, residence, birth, and death certificates, plus social welfare, food supplies, labor, and education—to neighborhoods for a flat Rs 30 fee. This curbs exploitation by private cafes and eliminates multiple office visits.
Further Digital Advances
Chief Minister Gupta also unveiled an Asset Management Portal tracking government lands, buildings, and encroachments. The CM Pragati portal monitors projects in real-time, displaying statuses, approvals, and delays to speed execution and protect funds.
Education Minister Ashish Sood praised the first-year focus on transparency, noting the EWS portal—developed with the National Informatics Centre—prevents irregularities and ensures taxpayer funds reach genuine beneficiaries, aligning with saturation goals for schemes.
IT Minister Dr. Pankaj Kumar Singh highlighted one year of digital reforms, including e-Office across 200 departments, unified websites, a Cyber Crisis Management Plan, and upcoming WhatsApp services.
