A mother and her two young children perished in a devastating fire caused by a modified e-bike at their Cambridge home on June 30, 2023. Gemma Germeney, 31, Lilly Peden, 8, and Oliver Peden, 4, lost their lives in the blaze. The children’s father, Scott Peden, remained in a coma for a month following the incident, and the family’s two dogs also died.
Inquest Reveals Fire’s Probable Cause
Fire investigators determined that a charging e-bike most likely ignited the blaze. Cambridgeshire area coroner Elizabeth Gray stated during a pre-inquest review that the e-bike was modified and undisputedly sparked the fire.
Calls for Key Witness in Proceedings
Miles Bennett, representing Scott Peden, urged the court to designate Mr. Severinov—a figure identified only by that name—as a witness and interested party. Bennett explained that someone performed a hasty modification on the lithium battery. He noted that a massive fire erupted shortly after this alteration at the Peden residence.
Bennett emphasized the need for accountability, stating it was hard to understand why the individual potentially responsible for the modification might not participate. He argued that anyone central to the incident should at least testify.
Alexandra Tampakopoulos, representing the Office for Product Safety and Standards (OPSS), responded that including Mr. Severinov’s testimony on battery purchase and interactions with Mr. Peden would necessitate Mr. Peden’s evidence as well.
Full Inquest Scheduled
The coroner outlined that the full inquest will cover the bike’s purchase, battery theft, and subsequent modification. Proceedings were adjourned, with a two-day hearing set for a later date.
Cambridgeshire Police confirmed Gemma died at the scene, while her children passed away in hospital.
Father Demands E-Bike Safety Reforms
Surviving father Scott Peden has demanded stricter e-bike safety protocols. He shared, “I still can’t process what’s happened. I lost my entire family, everything, in a matter of minutes.”
Peden warned against complacency with home battery charging, even in summer, and called for certified checks on resale batteries. Despite smoke alarms, he said a lithium battery fire overwhelmed them. “I lost everything in the fire, and I have to start all over again. The only positive to come from this is me making sure it does not happen to anyone else.”
