Italian Police Search Property Developer’s Lagoon Home
Italian financial authorities conducted a search at the Venice residence of prominent property developer Christopher Downing as part of an ongoing investigation into the collapse of the £850 million Home REIT property fund. The raid, which took place two weeks ago, involved officers from the Guardia di Finanza spending five hours at the property, where they seized laptops and documents, according to eyewitness accounts. No arrests occurred during the operation.
The search aligns with simultaneous actions by the UK’s Serious Fraud Office, which has initiated probes into alleged bribery and fraud related to the fund’s past management. While the SFO has not publicly identified specific individuals, Downing played a key role in the scandal, having sold substantial portions of Home REIT’s portfolio through his company, Karla.
Downing’s Role in the Home REIT Crisis
Downing built a 40-year career known for aggressive tactics in property acquisition. He once described his negotiation approach as ranging from ‘fair bid to brutal, to rapist,’ emphasizing efforts to secure deals at the lowest possible prices. He also noted that profits from such ventures supported an ‘outrageous lifestyle’ and cautioned associates to avoid mistakes.
In response to earlier scrutiny in 2023, Downing stated that numerous ‘false and deliberately misleading accusations’ had been made against him. He clarified that properties sold to Home REIT were priced at Local Housing Allowance rates and valued by Knight Frank at the fund’s direction. A representative from his team indicated that Downing had no further comment on the recent raid.
The Secluded Venetian Property
Downing acquired the whitewashed apartment in a converted former convent on the Venetian lagoon in 2020 for an estimated €500,000 (£430,000). The residence features landscaped gardens, a shared swimming pool, and panoramic views of the lagoon, attracting those seeking quieter parts of the area away from tourist crowds.
Local residents report Downing’s frequent visits throughout the year. A neighbor described the raid: ‘The officers arrived by boat and examined the property for about five hours, removing computers and boxes of files.’ The property administrator, who facilitated access, recounted receiving a call to meet the team and observed their boat moored at the pier upon leaving hours later.
Downing also serves as director of Dolce Visa, a company assisting wealthy individuals with visa applications in Italy. His professional journey includes relocating to Russia post-Soviet collapse in 1992, with subsequent experience in Pakistan, South Africa, and Myanmar.
Authorities from the Guardia di Finanza have not released official details on the matter. The investigation continues amid broader concerns over the Home REIT scandal, which has drawn calls for deeper scrutiny into homeless housing practices.
