US President Donald Trump has directed Homeland Security Secretary Kristi Noem that the federal government will refrain from intervening in protests or riots in Democrat-led cities unless local leaders explicitly request assistance. In a recent Truth Social post, Trump emphasized that federal personnel will robustly defend any federal buildings targeted by what he described as “lunatics, agitators, and insurrectionists.” He further instructed ICE and Border Patrol agents to act decisively in safeguarding government property.

Local Responsibility for Protection

Trump stressed that state and local authorities bear the primary duty to secure their own assets while also protecting federal buildings, parks, and facilities. He positioned the federal government solely as a supportive reserve, stepping in only when invited. Citing a break-in at a federal building in Eugene, Oregon, where intruders caused damage and intimidated staff without any response from local police, Trump declared that such events will not recur.

Conditions for Federal Intervention

Federal support will activate only upon formal requests from local governments unable to manage “insurrectionists, agitators, and anarchists,” according to Trump. He recalled the Los Angeles riots from a year prior, where a police chief highlighted the vital role of federal assistance. Trump urged governors and mayors to make their appeals politely, noting that ICE, Border Patrol, or even military units could deploy forcefully to preserve federal interests if necessary.

Background of Nationwide Protests

Trump’s statement coincides with escalating demonstrations across the United States, including a national strike on January 30 and 31, 2026, protesting his administration’s aggressive mass deportation initiatives. Participants chanted slogans like “no work, no school, no shopping” to amplify their opposition. These actions trace back to the deadly shootings of Alex Pretti on January 24 and Renée Good on January 7 in Minneapolis, both killed by federal immigration agents during enforcement operations.

Communities nationwide have organized “ICE Out” rallies in response to these incidents, decrying the intensified immigration crackdowns under Trump’s policies. Protesters argue that the heightened enforcement endangers lives and communities.
