Jeju Horse Racing has named the late Hwang Gong-hwan (1921-1986) as its featured figure for February, recognizing his groundbreaking role as the first non-Korean chief judge at the track.
Pioneering Contributions to Korean Horse Racing
Hwang Gong-hwan made history in 1960 by serving as chief judge during the ‘Week of Korean Horse Power Association Members.’ He rallied horse owners to raise 3.5 million won through a dedicated fundraising drive. The funds purchased trophies and items, which he donated freely. One such trophy remains in use today at the Korean Horse Association.
His efforts extended beyond judging. Hwang connected horse racing with national pride through people-focused management, fostering deeper ties between the sport and the public.
Early Life and Career in Japan
Born in 1921 in what is now Gumi, South Korea, Hwang traveled to Japan under colonial rule. He studied business administration at Keio University and entered the horse racing industry as a merchant.
He later managed the ‘Mirion Ganggwang’ racecourse amid financial challenges. By engaging directly with horse racing enthusiasts, he supported their livelihoods and business ventures. To bolster his own operations, he secured 6 million won and organized the ‘Korean Association’ event.
Hwang also judged 15 125cc motorbikes at a major national rally, demonstrating unwavering commitment to his homeland by safely completing the course despite his regional roots.
National Service and Olympic Support
In preparation for the 1988 Seoul Olympics, Hwang raised 10 million won for the organizing committee, aiding national event preparations. He actively participated in civic movements, including the 1981 Kyomin Haeng campaign and the 1982 Sinhan Unhaeng effort.
These contributions elevated Jeju horse racing’s development. Hwang influenced key groups like the One-il Kyungje Cooperation Association and served in prominent roles, including vice president of the National Assembly in 1968, Moran president in 1978, and Mugunghwa president in 1986.

Jeju Horse Racing Chairman Kim Kyung-hyeop stated, “Hwang Gong-hwan transcended his role as chief judge, embodying an ‘overseas patriot’ who advanced Korea’s external relations, economy, and infrastructure. His legacy and philosophy continue to inspire our track’s purpose today.”
