US Secretary of State Marco Rubio stated that India committed to halting additional purchases of Russian oil during discussions leading to tariff reductions and a new trade agreement. This assertion came amid ongoing negotiations, contrasting with External Affairs Minister S. Jaishankar’s emphasis on India’s strategic autonomy.
Rubio’s Remarks at Munich Security Conference
Speaking at the Munich Security Conference on February 14, Rubio highlighted US-India talks on sanctions and the Ukraine conflict. “In our talks with India, we got their commitment to stop buying additional Russian oil,” he said, addressing pressures from Europe to resolve the war.
The term “additional” suggests existing orders may proceed, though no official clarification has emerged. Reports show Indian companies, including state-owned firms, are steering clear of Russian oil scheduled for April delivery.
Jaishankar Reaffirms Energy Policy Independence
In a separate session at the same conference with German minister Johann Wadephul, Jaishankar underscored that India’s energy decisions align with market dynamics. “Where energy issues are concerned, this is today a complex market. Oil companies in India, as in Europe and elsewhere, look at availability, cost, and risks, and take decisions that serve their best interests,” he explained.
India has not confirmed or denied the US claims regarding Russian oil purchases.
Progress on US-India Trade Deal
President Trump announced a trade framework on February 2, which Prime Minister Narendra Modi confirmed. The US has removed a 25% tariff imposed on India due to Russian oil imports during the Ukraine war. An executive order explicitly notes India’s agreement to cease such purchases.
Under the framework, the remaining 25% reciprocal tariff will decrease to 18% upon finalizing a Bilateral Trade Agreement (BTA). Both nations are currently ironing out details.
Domestic Political Reactions
The Congress-led opposition criticizes the Modi government for yielding to US pressure on Russian oil amid these developments.
