The Northwest Territories requires up to 2,700 homes to satisfy current demand and thousands more to replace aging structures, reveals the government’s first comprehensive housing needs assessment in 26 years.

Current Housing Shortages

In 2024, more than one-third of households across the territory face unaffordability, require major repairs, or suffer from overcrowding. A majority of households qualify as in core housing need, defined by the Canadian Mortgage and Housing Corporation as units that are unaffordable, lack sufficient bedrooms, need major repairs, and offer no suitable local alternatives.

Housing Minister Lucy Kuptana states that this analysis provides crucial evidence to secure federal funding through the Build Canada Homes initiative for new northern homes.

Aging Infrastructure Challenges

Much of the territory’s housing stock nears the end of its lifespan, notes Chris Van Dyke, manager of community housing and planning at Housing N.W.T. Over half of homes exceed 35 years in age, with 427 units currently requiring replacement. Officials project another 1,000 homes will need replacement within two decades.

New construction peaked between 1981 and 1990 but declined sharply in the early 1990s. To meet future needs, the territory must add 1,030 homes over the next 20 years, totaling 2,500 by 2044.

Impacts on Vulnerable Groups

Indigenous households represent 50 percent of those studied yet comprise 71 percent of residents in substandard dwellings. Single mothers account for 30 percent of households in core need. As populations age, demand grows for accessible homes suited to elders and seniors.

High demand persists across income levels for one- or two-bedroom units. Limited homeownership paths contribute to unaffordability, especially in Yellowknife and larger centers, where many young adults live with parents, exacerbating overcrowding.

Regional Disparities and Affordability

Small communities experience extreme housing inadequacy rates compared to major centers. Homeowners there face heightened maintenance challenges and require additional supports. Residents outside larger hubs often shelter individuals without local housing options.

Affordability issues intensify due to elevated costs: goods in Yellowknife run 20 percent higher than in Edmonton, while Sachs Harbour, Ulukhaktok, and Paulatuk residents pay nearly double. Utilities and groceries cost more in remote areas, factors that affordability metrics should reflect, Van Dyke emphasizes.

Funding and Next Steps

Housing N.W.T. President Erin Kelly announces $150 million in territorial funding over three years for repairs and replacements. “We’re all really hopeful that this report and other work that housing is doing will help to address some of those concerns,” she says.

The assessment draws from consultations with leaders in 20 of 33 communities, plus 450 written responses from residents elsewhere, incorporating both quantitative data and qualitative insights.

Minister Kuptana highlights how housing shortages drive encampments, underscoring the urgency for transitional options. Currently, 900 households await public housing placements. “Hidden homelessness is present in every community to some degree,” Van Dyke adds.

This report guides government strategies to improve housing conditions but does not constitute a formal plan.
